This is silver, or more probably silverplated. The makers mark reads BROGERS SILVER CO and the number 2462 under a Crown with 18 to the left and 83 (1883) to the right. It does not say STERLING but that is not always definitive.

It would look VERY NICE polished, but I'll save that for the buyer (some people like the patina).

There is a small dent around the rim which is not visible in the photographs.
